The readout from the pi doesn't list off an IP as I am familiar with it but instead declares its IP in a format similar to fd62:65c8: and so on for several more sections which i think is an ipv6 local address but I do not know. Not the "cant see it through windows" kind of network presence the "cant so much as ping it" I cant connect to it through putty despite the fact that I used it to initiate the command and I cant connect to the web based interface either. After install the device seems to have no network presence. Setup Noip (created hostname and downloaded DUC and can confirm running) Setup port forwarding on router and can confirm the port is open (when I do this I get a message from x11vnc which I take as a good sign). I am running the latest version on a raspberry pi 4b installed using the commands that are in the tutorial linked from the downloads page on ( direct link). So to preface I am new to linux and cannot troubleshoot this myself.
